1. You need the tech which reveals the oil wells. 2. Oil wells at sea cannot be built without plastics. (the boost is for building a normal oil well on land) 3. You must own the land or it must belong to a city state which you are suzerain of) 4. You should smile when completing the boost. Hey all.
